Charles E. Bill
Chief Executive Officer
Charles E. "Chuck" Bill joined Bartlett Regional Hospital as Chief Executive Officer, on May 12, 2014.
Mr. Bill came to Bartlett Regional Hospital from the Centura Health Physician Group in Durango, Colorado, where he served as the Assistant Administrator of Physician Development.
His previous 20-plus years of healthcare experience includes stints as President/Chief Executive Officer of the Arizona Regional Medical Center in Mesa, Arizona; Chief Executive Officer of the John C. Fremont Healthcare District in Mariposa, California; Chief Executive Officer of Southwest Health System in Cortez, Colorado; Chief Executive Officer of Cobre Valley Community Hospital in Globe, Arizona; Chief Executive Officer of Vencor Tucson Specialty Hospital; Associate Executive Director of United Blood Systems in Scottsdale, Arizona; and 3 senior management positions with Samaritan Health Systems of Phoenix, Arizona.
Mr. Bill holds Bachelor of Science Degrees in Zoology and Nursing from the University of Arizona and a Master's Degree in Healthcare Administration from the University of Minnesota.
Alan C. Ulrich
Chief Financial Officer
Alan Ulrich joined Bartlett Regional Hospital in November of 2014 as Chief Financial Officer.
Mr. Ulrich assumed his role Bartlett after serving as Chief Financial Officer at Guam Memorial Hospital Authority in Tamuning, Guam.
Mr. Ulrich has served hospitals and medical groups as Chief Financial Officer, Chief Operating Officer, and as a consultant over the course of his career. Included are CFO positions in Arizona, California, and Hawaii. He has served as Chief Operating Officer and Chief Financial Officer in Minnesota and Wisconsin.
He holds a Master's Degree in Business Administration from the University of St. Thomas in Saint Paul, Minnesota and a Bachelor of Arts in Accounting from Luther College in Decorah, Iowa.
William C. Gardner, RN
Chief Clinical Officer
William "Billy" Gardner came to Bartlett Regional Hospital in 2009 as the director of Medical and Surgical Nursing Department. He also recently served as Chief Nursing Officer at the hospital.
Mr. Gardner holds a Bachelor's Degree in Nursing from the Medical University of South Carolina, Charleston, and a Master's Degree in nursing, health care management and business administration from the University of Phoenix.
Chief Behavioral Health Officer
Sally Schneider joined Bartlett Regional Hospital in March of 2016 as Chief Behavioral Health Officer.
She comes to Bartlett from Stormont Vail Health, a Mayo Clinic affiliated regional medical surgical center in Kansas where she served as Administrative Director of an integrated Behavioral Health Service line.
Her previous 25 years of experience includes tenure as a CEO of a children’s psychiatric facility in Ohio, and ten years developing a rural based service line in central Kansas designed to increase access as well as build large programs for soldiers and their families. She spent an additional ten years dedicated to coordinating the behavioral health curriculum for a KU School of Medicine Family Practice Residency including assisting physicians with problem solving and communication skills.
Ms. Schneider believes in a strong commitment to the integration of physical and mental health and has been an active at both the community and state level to reduce stigma associated with mental illness, develop community partnerships, and find effective solutions.
She completed her Master’s Degree at Kansas State University, her Bachelor's at Western Washington University, and she is a Licensed Clinical Marriage and Family Therapist.
Human Resources and Risk Management Director
Dallas Hargrave joined the senior leadership team of Bartlett Regional Hospital in January, 2016 in his role as Human Resources and Risk Management Director for the City and Borough of Juneau.
Mr. Hargrave previously served as the Human Resource Manager for the State of Alaska, Department of Health and Social Services; worked in the State of Alaska, Department of Administration, Division of Personnel and Labor Relations; and also worked as an Assistant Public Defender and as a Law Clerk.
Mr. Hargrave possesses a BA in Biology and Political Science from Pacific Lutheran University, a Master of Public Administration from the University of Alaska, Southeast, and a Juris Doctorate from the University of Denver, Sturm College of Law.
